[Ticket] New Resources Reassignment

Due to unused resources from legacy projects that have been removed, as well as due to incoming content delivery network cleanup, some resources will be reassigned once again for some other infra.

This include mail extra storage for users, new virtual machines (ubuntu,alpine,docker), and self-hosted CI/CD for GitLab pages.
